Abstract: In  this  paper  we  conbine  the  method  of  tree   construction  and  constructing   r.e.sets   without   universal    splitting    property   to    construct    two   r.e. sets   A,B   such    that   T-deg(A)   T-deg(B)and       W-deg(A)八W-deg(B) are different.So   we    can    conclude    that   the    structures    of   W-degrees    and    T- degrees   are   not   equivoclent.
